Digitalflow offers consulting and training services to support the implementation of business-to-business (B2B) and business-to-government (B2G) relationships between buyers and sellers, making use of Electronic Platforms.

Public e-Procurement has been identified as one of the priorities in the European 2010 initiative to enable electronic business interoperability between enterprises and public administrations, and to create a more dynamic and trans-national EU market. European 2010 e-Government Action Plan aims to ensure all public administrations across Europe have the capability of carrying out 100% of their procurement and tendering electronically (where legally permissible) and all member states are committed to this target.

The Portuguese Public Administration has significant experience in the electronic tendering of public contracts. A legislative framework for electronic public procurement has been established and at the present time there are eight certified Electronic Contracting Platforms where contracting authorities and economic operators can perform multiple tasks related to the submission and opening of electronic tenders.

Glossary:

Contracting Authorities
Ministries, Public agencies, Local authorities, Hospitals, Universities, or a body governed by public law that issues a request to buy goods, services or works.
Economic Operators
A contractor, a supplier or service provider who aims at proposing his services, goods or works in response to the request of the contracting authority.
Electronic Contracting Platforms
Open, secure, inter-operable systems managed by a certified third party.
